   personal_statement: Luis began his professional career as an image scientist with
     Lockheed Martin supporting the National Geospatial-Intelligence Agency (NGA)
     Image Quality and Utility division. After a few years supporting DoD projects,
     Luis converted to become a federal employee supporting the very same office
     as a systems engineer. He is a systems engineer/project manager/image scientist
     who has worked on, and managed teams focused on each stage of the system engineering
     lifecycle, from conceptual development to the decommissioning of remote sensing
     technologies.Luis joined the USGS in 2022 as a program analyst for the Geology,
     Energy & Minerals (GEM) Science Center. In this position he will be providing
     guidance and knowledge on establishing agreements and be the center liaison
     in establishing and maintaining technical and research agreements. He will also
     develop recommendations to improve center efficiency, operational effectiveness,
     and improve center communications channels.
